Europrotocol for a traffic accident: when can you issue one without the police and how to do it correctly

04.09.2026

A minor accident in a parking lot or in a traffic jam is a situation that almost every driver has experienced at least once. And the first question that arises at this moment is: is it necessary to wait for the police for hours, or can you arrange everything yourself in a few minutes. In the field of car insurance, there is a simplified procedure for such cases - the Europrotocol. You can read more about the terms of car insurance and the registration of a policy here: https://e-polis.net.ua/. This article explains when a Europrotocol can actually be used, how to fill out the form without errors, and why an incorrectly completed document can result in a denial of payment.

Europrotocol for a traffic accident

What is a Europrotocol and why is it needed

A Europrotocol is a simplified scheme for processing a traffic accident without calling the police. Both drivers independently record the circumstances of the accident on a special notification form, sign it, and then each applies to their own insurance company to receive payment. The main advantage is speed: you don’t have to wait for patrol officers, who on busy days can drive for hours while traffic participants stand in a traffic jam that they themselves created.

When can you issue a European report

The simplified procedure is not used in every accident. The European report is suitable if the following conditions are met:

  • There are no injured people in the accident. If there are any bodily injuries - even minor ones - you need to call the police and an ambulance.
  • Only vehicles were damaged, without damage to buildings, communications or other third-party property outside the participants’ cars.
  • Only two vehicles were involved in the accident. If there are three or more participants, it will not be possible to issue a simplified report - the police must be called.
  • Both drivers agree on the circumstances and the culprit of the accident. If there is a dispute about who is at fault, or the participants describe the situation differently, the Euro-protocol cannot be drawn up - the police must be involved here too.
  • The amount of damage does not exceed the established limit for drawing up without the police. This limit is periodically revised, so the current amount should be clarified directly on the Euro-protocol form or with your insurance company before signing.
  • Both drivers have valid MTPL policies. Without a valid civil license for at least one of the participants, the simplified procedure is impossible.

If at least one of the conditions is not met, the right decision is to call the police, rather than try to adjust the situation to a simplified scheme. An incorrectly drawn up Europrotocol is almost guaranteed to refuse payment or have a long fight with the insurance company.

Step-by-step algorithm of actions at the scene of an accident

  1. Stop the car and turn on the hazard warning lights, put up an emergency stop sign.
  2. Assess the situation - make sure that there are no victims and that the conditions for the Europrotocol are indeed met.
  3. Take photos of the accident scene from all angles - the location of the car, damage, license plates, road markings and signs, weather conditions. This will be needed as additional evidence even when filling out the form.
  4. Fill out the accident report form - each participant fills in their own part: information about themselves, the car, the policy, the circumstances of the accident and the traffic pattern before the collision.
  5. Check that the accident pattern and the description of the circumstances match for both drivers - discrepancies in the description may be grounds for refusing payment.
  6. Both participants sign the form and each take their own copy.
  7. Notify your insurance company within the period specified in the contract - usually this must be done within a few days after the event.

Typical errors when filling out the form

Filling out the form "in a hurry", without details. The less specific the description of the circumstances, the more difficult it is to prove your case later if another participant suddenly changes his version of events.

Lack of photo recording. The form is the main document, but photos from the scene of the accident often become a decisive argument if the insurance company has doubts about the circumstances.

Attempting to draw up a European report in the event of a clear dispute about the culprit. If one driver signs the form “just in case”, just to get away faster, but in reality does not agree with the wording, this creates problems for him when applying for compensation.

Ignoring the limit on the amount of damage. If the damage appears to be more serious than the limit allowed by the Europrotocol, it is better to call the police immediately rather than risk incomplete compensation.

Summary

The Europrotocol is a convenient and quick way to register an accident without victims, disputes, and unnecessary participants, but it only works if the conditions are strictly followed and the form is carefully filled out. The main rule is simple: if there is even the slightest doubt about the circumstances, damage, or condition of the participants, it is better to waste time calling the police than risk refusing payment due to a formal error in registration.
